Choose the movement you want the frame to show
Choose shutter speed by deciding whether the subject should look frozen, deliberately blurred, or sharp against a streaked background. Start with a test exposure, review motion at useful magnification, and adjust faster to reduce movement or slower to reveal it. Subject speed, direction, distance, focal length, stabilization, camera movement, and output size all change the result.
There is no universal “sports shutter speed” or “handheld minimum.” A walking person moving across the frame and a distant bird flying toward the camera can produce very different image movement even when both have somewhere important to be.
Separate subject motion from camera shake
Subject blur occurs because the subject changes position during the exposure. Camera shake occurs because the camera changes angle or position. A faster exposure can reduce both, but the diagnosis matters.
Mount the camera securely or use a supported position for a static-subject test. If the background sharpens while the moving subject stays blurred, subject motion is the main issue. If everything shows a similar directional smear or doubled edge, camera movement may be contributing.
Image stabilization can reduce some camera movement, depending on the camera, lens, mode, and technique. It cannot freeze an independently moving subject. Follow the exact equipment manual because stabilization behavior and tripod guidance vary.

Start from direction and apparent speed
Movement across the frame generally changes image position more quickly than movement directly toward or away from the camera. A close subject also sweeps across more of the frame than the same subject far away. Longer focal lengths magnify angular movement and handling errors.
Take a short burst of tests rather than trusting the rear-screen overview. Zoom into eyes, text, edges, wheels, hands, or another detail that reveals motion. Decide what level of blur suits the final use; a small screen may conceal softness that appears in a large print.
Increase shutter speed in clear steps until essential detail is sharp. Then try one step slower. The comparison teaches more than copying a number from a photograph made at an unknown distance.
Balance aperture and sensitivity
A faster shutter admits light for less time. To maintain brightness, the camera or photographer may open the aperture, raise ISO sensitivity, add light, or accept a darker exposure. Each choice has consequences.
Opening the aperture can reduce depth of field and may reach the lens limit. Raising ISO can increase visible noise and reduce tonal flexibility, depending on the camera and exposure. Adding flash has power, range, sync, safety, venue, and subject restrictions. Review highlights, shadows, focus, and noise rather than solving motion while quietly creating a second problem.
Auto ISO in a manual or semi-automatic exposure mode can help in changing light, but controls and limits vary. Confirm the exact mode behavior in the camera manual.
Use slow shutter speed intentionally
For visible motion blur, support the camera and lower shutter speed until the moving element travels far enough during the exposure. Flowing water, passing people, lights, and wind-driven foliage need different durations. Use a tripod or stable support where permitted and safe, and avoid blocking paths.
For panning, follow the moving subject smoothly during and through the exposure. A relatively slower shutter can render the subject more clearly than the background when angular movement matches, but success varies with technique and subject path. Practise where you can track without stepping into traffic, athletes, wildlife, or other people.

Build a three-frame field test
Make three exposures: one at the starting speed, one faster, and one slower, holding composition and timing as consistently as possible. Compare at equal magnification and record the focal length, distance, direction, stabilization, and intended output.

The right shutter speed is the one that makes motion read as intended while the remaining exposure and focus tradeoffs remain acceptable. Photography becomes considerably less mysterious when “too blurry” is promoted into the more useful question: which thing moved, how much, and was I asking it to?
